Premium Plus Mainland continent

Goal:
Create a new Mainland continent with updated textures, objects and infrastructure as well as a new covenant to provide a more appealing base than the existing mainland continents.
Current situation:
The current mainland looks outdated for the most part as far as ground textures, Linden objects and infrastructure are concerned. I don't believe I need to prove this with examples.. everyone knows. The Gaeta 1 precedent (closing a continent and moving people) made me think that everything's possible now, as in creating a prettier continent and closing another one, but such a process would still be ugly in parts. Creating a new mainland continent for Premium Plus members would be a compromise, but it would probably be relatively easy compared to the alternatives. We could use that opportunity to introduce a new mainland covenant. There are enough people calling for stricter mainland rules which would include things like prohibiting skyboxes on the ground etc.
The covenant could be inspired by the current covenants for the Bellisseria homes and commercial districts.
What could be part of the covenant:
- Land cannot be subleased or rented
- No skyboxes below 2000m
- Parcels cannot be subdivided
- No 2D walls*
*No 2D walls: allow this continent to provide immersion. 2D walls have skybox character and separate spaces on a meta level. If people place a 2D wall, they say on a meta level: I do not want to be next to the other parcels but this is my own separate space. This counteracts the shared environment that is provided by a connected landscape. Using fences or hedges as separators would be fine of course, since they do not separate on a meta level but as part of the immersion.
The financial risk would be relatively low since we could have just a few sims at the start and see how it all works out.

I like the suggestion overall. However, one thing to consider with hard deck for skyboxes is that things starts flickering/jittering when going too high up in the sky, such as bento head details. Few people have their draw distance beyond 512m, so I would suggest a way lower hard deck than 2,000m.

Tinker Pixels even if you don't see something in the air at 512m they do cast shadows onto the ground when they are that low. I think that 2000m is reasonable and the minimum height that many private estates set for skyboxes.
