Character won't interact with temp physical scripted object

I have created a "labrador retriever" character. I wish to play fetch with him, but he ignores the ball. This disobedience is distressingly realistic. ;)
I have made a worn tennis ball attachment that throws (rezzes) a temporary physical scripted object called "ball". I have set up an Interaction where Name=ball, Action=RunTo, Description=ball;play fetch with ball. I send an IM to the character telling him to "fetch the ball". The character sends an IM describing the successful action, but makes no inworld action. I would expect an inworld action.
