Stop building Bellisseria themes without full coastlines!

The outer edges of Bellisseria's themed continents are not just home to Linden Homes regions—they also serve as important coastal and aeronautical navigation routes in Second Life.
When these outer edges are "missing" or left "unfinished", they hinder the flow of coastal and aerial traffic around large areas of the grid, which can be both inconvenient and frustrating for users.
A fully developed coastline not only enhances navigation and accessibility but also makes the area more visually appealing and attractive to potential future Linden Homes residents.
For these reasons, I strongly recommend a new policy; that all future new Linden Homes themes should be begun with all their outer coastal perimeter edges completed first.
Then, once the full extent of a coastline is in place, the interior regions can then be filled in as needed, based on demand, thus not restricting navigation routes in Second Life.

I think it was a great idea they left the edges open for expansion in many themes. I assume the idea was reasonable, that they could continue those themes anytime. And that way the landscape wouldn't consist of many small islands, but also large landmasses like the island of the Eastern Victorian and the Woodland areas. That island is massive. The problem is rather that some of the themes ended up like many of LL's old projects on Mainland: demand waan't high enough for the available land, so there was no point adding more of the regions of these themes. (Similarly to how some mainland continents weren't completed for the same reason.) So what can be done? Make the decision to end these themes at their current limits and start new themes around them, or keep them unfinished with open world edges as long as necessary, which might mean forever?
I think they might be waiting for the retirement of original LH regions, so they will be able to see where people move from there, whether some Bellisseria LH themes get more popular this way. It will be definitely easier to make a decision about Bellisseria's development after that.
It is quite safe to say the Sakura theme won't be more popular anyway, so completing the island would be nice, with railroad tracks on the south coast. The connection on the west is already made to Otro Gallo, and there is in fact an opening in Grey Ghost that could be a connection to the Newbrooke-Chalet loop. Valley Junction of the Aspen theme can have a railroad track too, so that's not a blocker. This would mean a contiguous, connected railroad network longer than some railroads in the real world.
For every other theme with open world edges, it should be decided the same way individually whether it should be left open for future expansion or closed with a coastline or blending into a new theme.
