Allow rezzing even if intersects with a resident

Woolfyy Resident
It is quite boring not to be able to rez items when an avatar is near, which leads to the message "Cannot create large prims that intersect other residents. Please retry when other residents have moved"
It would be time to be able to rez even if intersecting, as at the end it plants no problem on the resident's side.

Hello, and thank you for your feature request.
Incoming suggestions are reviewed in the order they are received by a team of Lindens with diverse areas of expertise. We consider a number of factors: Is this change possible? Will it increase lag? Will it break existing content? Is it likely that the number of residents using this feature will justify the time to develop it? This wiki page further describes the reasoning we use: http://wiki.secondlife.com/wiki/Feature_Requests
This particular suggestion, unfortunately, cannot be tackled at this time. However, we regularly review previously deferred suggestions when circumstances change or resources become available.
We are grateful for the time you took to submit this feature request. We hope that you are not discouraged from submitting others in the future. Many excellent ideas to improve Second Life come from you, our residents. We can’t do it alone.
Thank you for your continued commitment to Second Life.

I can't see that happening... I mean, the prevention is literally there for a reason. You may need to provide good use-case why it should ignore this condition and push someone whether they give consent or not.
If the parcel that you're rezzing is owned by you, then maybe ignore others. But others can not rez if someone is in the way and doesn't own that said parcel.

Woolfyy Resident Just because there are many ways for them to bother people, doesn't make it better nor ok to get rid of this one. I'd lean into the parcel ownership check.
PS: As well check to make sure it doesn't intersect with other parcel owner if the prim overlaps onto the parcel outside of your parcel.

Could simply change it so things rez in as phantom by default.

Jabadahut50 Resident Won't work for no-mod objects. Though I fail to see the problem, but then again, I never saw that message before. So apparently I never had the problem before.
