Graphics preferences at default for WIndows 11/GTX1080 except draw distance at 128m, no limit on avatar complexity, maximum object detail.
Go to http://maps.secondlife.com/secondlife/Nautilus%20-%20Elissa/145/36/26 and face the canal gates (see picture). Turn on the texture dashboard with Shift-Ctrl-3
Observe that the bias remains in the range 1.9 to 2.0. It will slowly decrease then something pushes it back over 2.0 again. The grey wall texture on the building to the right should be a PBR brick wall. There were 7 agents on the sim, zero adjacent, none in the field of view.
It's notable that the texture console never settles down having fetched everything it needs - it's continuously fetching textures rather than getting in control of the scene.

Dan Linden I retested with 7.1.11.12306234817 on a GTX1080 system and defaulted graphics settings.
The behaviour has changed... previously the bias would stick within the range 1.9 to 2.0.
It's much more variable now and has got down to 1.00 on occasion, however usually only briefly, after which it'll jump back to 1.5 and climb up to around 2.0 after which it'll oscillate in the 1.9 to 2.0 range again until it appears to get a grip and drive back down to 1.00. The pattern then repeats.

I should add.. this was on a different laptop to the original - I get the same behaviour with a GTX1080 i7-7 system and a RTX2080 i9-8 system, both on Windows 11.

It still reproduces, although this time the PBR brick material on the building immediately to the right did fetch successfully.
I'm adding a new snapshot showing the texture console still looping in a cycle of jumping to just over 2.00, slowly coming down to around 1.90 then jumping up over 2.00 again.
I log into a skybox elsewhere, let everything settle down and then teleport via a landmark, turning a little to the left on landing to include more of the canal

If it still reproduces, are you logging into that location or logging in somewhere else the teleporting there?
