Broken lighting under Midday environment

Repro:
2) Wait for things to fully rezz around you
3) Rotate camera around your avatar, to make sure everything around you is rezzed
4) Change environment setting to Midday (the new PBR version)
5) Stand around, and rotate the camera around for 30s or so.
6) Things will go weird black and white, (See Attached Image)
7) Change to any other environment setting like Midday Legacy
8) Change back to Midday
9) After 30s or so, everything will go dark again.
Issue seems to be limited to this specific area. But I have seen similar things happen once in a while in other places around SL, this one however seems to be 100% reproducible.
Reproduced on both Official viewer and Latest Firestorm.

I can confirm this. I was riding one of the roadpods that travel around that very same area about 12 hours ago and I experienced the same thing.
I thought my Firestorm viewer might have been glitching out, but the effect cleared up once the roadpod traveled a bit out of the area (roughly a sim or so).
Each time I thought it was clearing up a new fully black spherical area would kick in around the pod I was riding.
A short time after I rode a different roadpod which took a slightly different route through that part of the map but didn't experience the effect, which makes me wonder if it's a specifically localized area with the issue.
I was using the PBR Midday environment setting at the time this happened.

Sometimes the effect looks like this too, all the bright parts are PBR materials.
