I have logged on through the Firestorm viewer and the Second life Official viewer. On a new recently made account, it appears in the Clothing System folder there are two folders that can not be deleted or moved. These folders seem to appear as system folders. They are located in the regular Inventory not the library. Nothing is worn in either folder. It seems this problem is centered around newer avatars of a certain age as older avatars do not seem to have this problem.

Including my alt, there are atleast two other 1 day old, at the time of this post, avis that are also having this issue.
