Low resolution texture quality when uploading media to SL.

When uploading an image into an SL viewer the texture quality is very low compared to the local quality. The difference is significant enough that it is stopping me from being able to create objects for my store.
-When I asked int he forums I was directed here
-I have tried with multiple sizes and image uploading formats such as .png vs .tga and 1024x1024 vs 512x512
-I have tried using Firestorm and Black dragon also and the result is the same no matter what platform.
-I have tried waiting 24 hrs to see if the texture quality would clear up.
Repro Steps:
1) Select media to upload into second life and upload it.
2) View it on object buy using it as a texture.
3) Replace the texture with the same file from local.
4) Observe the texture quality.
Results: The image is much lower quality than the local texture sample.
Any help would be appreciated!

Details: Hello, i'm having an issue since yesterday, it seems that the textures (Base, Normal and Spec ) i try to import are heavily compressed, I added a screenshot to show comparison, i tried Second Life Viewer, Firestorm, Alchemy and black dragon, i also tried on the beta but the issue still remain.

Hi Kavaala,
We're unable to reproduce this issue. Does it still reproduce after clearing your cache via Preferences>Advanced?
If so, are you able to attach the .png file here for us test? If you do not wish to upload the file here publicly feel free to email a copy to atlas@lindenlab.com

What happens if you open the texture directly from inventory (and hit the refresh button)?
