Reflection Probes updating when crossing parcels sharing same EEP within same region, same parcel owner.

Reflection probes trigger an update every time you cross a parcel connected even when both parcels are using the same EEP setting and same large probe, that is disrupting, it should not trigger an update if both parcels are using the same EEP within the same region, same owner. It's very common in regions like Bay City, Nautilus (not limited to it... ), where we cannot merge parcels, that was not problem before PBR, and reflection probes are quite slow to update ( 1 to 3 seconds ) noticeably "brightening" the scene while its updating. In my case I have several in Bay City, and 3 scenes share two or more parcels connected.

2 parcels, same owner, same region, same EEP... 1 probe, 1 scene... can be observed by walking the concrete walkway.
That only happens with "Use Shared Environment", does not happen if you select Midday (the new one) on the viewer as a fixed environment.

Requires two adjacent parcels sharing identical environment settings applied from inventory, and reflection probes in both parcels. In my case both parcels match each other perfectly, but do not match the estate environment settings.
Reproduction steps:
- Stand in one parcel and observe all reflection probes render
- Walk into the other parcel and observe all probes get voided and begin to rebake
- In this case the parcel change is behaving as if the environment has changed and a rebake must be done, when the settings are identical.
Expected behavior:
Probes do not get flushed and rebaked when crossing parcel boundaries into parcels with identical environment settings. At the very most just mark them as dirty and queue for rebake, but continue rendering the existing probe map since with the same settings it is unlikely to change.

Andred Darwin This is indeed the exact same issue, so these should be merged. I think this report probably contains a more accurate description of the issue and how to reproduce it, but yours is definitely older. Either way as long as we get a resolution I'm not bothered which one is merged into which.
The fact I upvoted yours, I presume months ago and had since forgotten, only to create this issue amuses me. I wish Canny had a list of upvoted feedback, as well as a view of all of one's posted feedback.
My outstanding issue with this bug is my house interior spans two parcels in Horizons, which has the same limitations on parcels as Bay City. It's a seriously jarring bug in that case because a dark scene becomes very bright only to go dark again moments later once probes rebake.

Tornado Siren I see the same, just thought to add to this cause I dont know if that was being worked out, and was marked as tracked... same as you I dont care, just would be great to get it fixed.
On another note, I ended up getting a homestead region to have the stores and whole area as PBR and left Bay City all "classic" (I have a few parcels at the same region, most "together")... its already a mess with parcels in mainland, every parcel you walk into its a different experience... (default EEP is just outdated), add "reflection probes" to it, then you have a mess salad! hehehehe. Today I also opened a few other tickets mostly related to the default probes/eep's.

I believe this also happens when a fully PBR day-night cycle advances to the next time setting.
This is very noticeable if you have an interior room with no windows, have shadows on, and proper manual probes - so sky doesn't affect the lighting conditions. Then when the time advances to the next stage, the same thing as Tornado mentioned happens - if it was daytime, auto-probes with sky reflections bleed into the interior before the manual probes are fully re-rendered.
I think the probes should not get flushed at all, even on different environment settings, but instead should be put up for a high-priority update. Going from state that was valid in previous parcel to a state that is valid in the next parcel is less jarring that going from valid in previous parcel -> invalid in both parcels -> valid in new parcel.

I've seen similar things happen, to me it looks like that if the viewer decides that the probes need recalculating, it discards the old ones completely, and only some frames later re-renders an updated probe.
I think I good fix would be to not throw away the old probe data, and instead just queue it up for an update. Delayed change is a lot more of a subtle effect when compared to the probe effects completely disappearing and then reappearing.
Same kind of thing applies when changing EEPs, when toggling between Sunrise and Midday for example, even in an interior scene with lights and sun shadows, where the sunlight and sky has lesser impact, things will suddenly become bright and illuminated by the sky for a few seconds before the probes update.
