Texture edit issue in PBR Viewers

There is a problem with textures. In PBR equipped viewers, both the current LL viewer and Firestorm Beta 7.1.4.73289 one specific texture (a "normal") is accessible via the main inventory floater but NOT via the edit floater's texture picker.
The non-PBR Firestorm Release 6.6.17 does NOT show this issue and it has never been an issue before.
The problematic texture is the ONLY texture in my inventory that has limited permissions (in this case No mod and No transfer).
There must have been a change in how permissions are handled by the viewer in the creation of the PBR code. This CANNOT (surely) have been intended behaviour?

I believe this issue was a case of expected behavior. As I understand it the object being edited was attached and the SecondLife viewer does not allow adding a texture to an attachment if adding it would change the permissions of the attachment.
If there is some other issue here, please file a new Canny issue.

Hi Aishagain. This has us stumped. We are not able to reproduce this issue. Can you make a video of the issue happening? Maybe we're missing something.

Update. The "No mod No Trans) texture given to me by Dan Linden cannot be seen in the edit floater on a Main Server region, but it IS visible and can be applied on the Magnum RC sandbox (which is said in search to be running LeTigre RC code).
So this issue IS server side and IS different on non-main server regions!
I leave you to mull over this finding.

Aishagain's texture appeared fine in my texture picker. I shared a no-modify/no-transfer texture with Aishagain to test later.

er...forgive me for seeming thick but putting a no trans texture in or on a box will just make the box no trans as well, won't it?
so how could I then send it to anyone?
Or do you mean putting the box out somewhere to be picked up by you?
