WebRTC regions do not properly adjust voice volume per avatar.

Description
You can set the voice volume for each avatar by clicking the "More Info" icon of the avatar displayed in the NEARBY tab of the People window. In the VIVOX region, minimizing the voice volume makes the selected avatar's voice almost inaudible, but in the WebRTC region, minimizing the voice volume only makes the selected avatar's voice slightly quieter.
Reproduction steps
- Teleport to a WebRTC region (e.g., Campwich Forest).
- Open the People window.
- Select the NEARBY tab.
- Click the "More Info" icon of the speaking avatar.
- Minimize the voice volume.

You are correct that the quietest voice on WebRTC is louder than that on Vivox. This has been imported here for further investigation: https://github.com/secondlife/viewer/issues/4594
