This would be ground-breaking for 2-person hud-based animations. Think of the old hug & kiss hud where you had to try to line up with the person and then you have to keep trying to turn just a little because your arms are not around them like theyre supposed to be and it's never quite right

This is really not a good feature request because it's missing some context by what OP meant.
If avatar is already sitting down, you can rotate them by moving the prim they're sitting on.

if OP want to move a part of the avatar's bones while sitting down or not, then OP is talking about inverse kinematics, which the request already exist. https://feedback.secondlife.com/feature-requests/p/inverse-kinematics-and-ragdoll-physics

Vincent Nacon .. I have a jump hug animation that ends with my gf twisted around my body, 95% of the time because her "aim" at me is not exact when the animation takes over her avatar. Ughhh
