Banning http URL at estate level

I was estate manager for SL Multiverse Fair the past few days and ran across a griefer that was using an html text to voice generator script to send voice across the event. These were in very short bursts with a lot of random inappropriate comments. We saw the URL that was doing it but locating what prim it was took a very long time. We could have stopped it quickly if there was a method to have a URL Block list at Estate Level

As a workaround, if you know the griefer's name, you can use "Area Search" feature available from some TPVs (FS, Kokua) to find the offending object and zoom in to that object.

Option to have a whitelist might be nice too. Yes that might break some weird AOs or oddball HUDs that want http access for some reason. Oh well. Nothing of value was lost.
