Block object messages across regions.

I do not know how this is happening or what LSL code is being used but someone used. A script in a rezzed object in another region to send me a phishing message in local chat on my home region.
Please let us have a setting somewhere that disables messages from scripts running on different regions or allow us to set a maximum distance that scripts in objects can send us messages in local chat.

This could break certain re-delivery, gifting, rental, and subscription systems which provide messages to users for legitimate purposes. While this may be a troublesome issue it is best to file an abuse report against the object and its owner. While I understand that will not prevent the same from occurring again in the future it is currently the best way to deal with it.
If your proposal was to be implemented then it is best if only messages on channel 0 (public chat) were to be restricted in this manner to prevent breakage of scripts using this ability for legitimate uses (though that would still break the legitimately used messaging systems these systems could instead deliver notecards with the messages on them which may be a suitable replacement in some, though not all, cases).
Due to the impact this could cause to legitimately used systems I would say this isn't a great idea and could actually cause a number of unforeseen issues. It might be better if there were some sort of viewer level settings to filter such chat and auto-replace it on your end with something else. That would allow you to filter out phishing attempts without fundamental loss of function for legitimately used message systems in SL. Something similar to the set of keyword alert settings in Firestorm except as a local level chat censor would be nice.

If this is done, PLEASE block only the local chat channel, channel 0. The ability for scripts in different regions to communicate with each other is valuable for legitimate uses. If all messages on all channels from objects are blocked from crossing region boundaries, it will break useful scripts. To accomplish what the OP wants, only channel 0 needs to be affected.
