Create and maintain a GIMP plug-in for creating and packaging materials

It would be helpful for new and experienced creators if LL would create and maintain a set of plug-ins and guides for creating texture and other 3D assets in FOSS like Gimp. For example, being able to create, edit, and package materials that supports alphas in Gimp would help new creators to generate objects for SL.
For example, in trying to create a material with alpha, all guides point to Substance Painter which while I am sure is a good program, it is expensive, in particular for hobbyists who are making textures for personal use.

Will it break existing content? Is it likely that the number of residents using this feature will justify the time to develop it?
