Expose Max Texture LOD at the main viewer UI as a button

The new max texture LOD is a great feature to reduce memory/vram usage which is currently a main issue on the viewer.
This feature is really under utilized and provides a huge benefit, there is a small loss in details on objects/materials but after trying it out in several regions, at least in objects, its only perceptible in items you created (or where you knew the detail supposed to be there).
Having it right in front of the users as an option could improve the experience (by a "huge" lot) specially in lower end machines, along with the option to only apply to "objects only" or "objects and avatars". (Most, or better saying, my peers, still would like to see the avatars/attachments at its best...)
Could also have a different name, Maximum LOD Resolution at the graphics preferences is probably the correct name, but a few users had no clue what it does, even with the popup. (Just rename to Max Texture Resolution)
Observing the texture console, computer usage and overall experience (stuttering), its a huge difference between 512 x 2048. ( Memory/VRAM usage decreases anywhere from 30% to 60% in several new PBR locations and several of the regions showcased at the Destinations Guide).
