"Moderatable" parcels (nearby chat) and group chats + voice

What I'm looking for here is a way to have a group chat, or a parcel, set to be a moderated forum, where the ability to chat (text and voice) can be switched on and off easily for participants.
Or in other words, where you can have one or more moderators "pass the mic" to someone so that they can talk (in voice or text). This would help in support forums, and when having meetings for example, like the roundtable meetings with the Lindens and the User Group meetings. In group chats we have a way to do this, but giving someone a group role for a few minutes only to take it away again is cumbersome. And this does not exist at all for parcels except for voice with the same cumbersome procedure to "pass the mic" and then take it away again.
For those who know IRC (Internet Relay Chat), you might know this as channel mode +m and the channel user mode +v and -v for giving and taking away the ability to chat in the channel.

I honestly would love a more IRC-like control. While ancient, it was simple to use and pretty flexible.

Jenni Darkwatch I agree, rather than having to dive into group roles/permissions it'd be nice to have a chat command to toggle voice 'mute' on or off for specific people, groups/roles, or everyone, for a parcel or the entire region.

Jenni Darkwatch On some IRC networks you could even have a channel mode that made the channel "ops" see the chat of all others, while "the others" only saw their own chat and that of the moderators - could be confusing at times, but it was often used as a support chat thing. It stopped the chat from flooding over, for the people seeking help, while people could monitor the chat to learn from the moderators. I don't know that I'd recommend this for SL, but just another demonstration of fancy things from IRC!
In SL we can today disallow group members from joining group chat altogether, there's no "allowed to read but not participate" permission for group roles unfortunately.
