Noto Sans series as default font

Currently in SL, non-Latin languages use the system font, which means shouts do not appear in bold font and the character design varies depending on the language and system environment.
Therefore, I would like the viewer to include fonts for non-Latin languages, like Alchemy Viewer.
Such as Noto Sans CJK.
The following repository was created for Firestorm.
(Although the repository name is CJK, it contains most of the fonts for the languages used in SL.)

Noto is good for fallback due to its massive coverage, but for Japanese specifically I learned they have concept called Universal Design in their typography which addresses some issues around readability of the glyphs, here is a great article on this subject and some font suggestions such as BIZ UD Gothic: https://note.com/sompo_sprint/n/n1b4878cc1479

I actually made a version using IBM Plex, which I personally prefer. However, I don't think it can compete with Noto when it comes to multilingual support.

My language is a latin one, but I use Noto in Firestorm as for me it's just nicer and clearer - i especially dislike DejaVu's dotted zero and cramped bolded glyphs (helped also by Noto being a larger font)
