On mainland one small landowner can max out the entire region's agent limit on their parcel, using disproportionately more region resources than they are paying for to the determent of all land owners on that region.
At it's very simplest (Issues of lag and script resources aside) it's possible for a resident to be locked out of mainland they own because "Some Club" has jammed 44 avatars / bots onto a parcel in the corner.
  • The owned land is for all intents and purposes, useless.
Proposed mainland solution :
Create a per-parcel agent Limit that is based on parcel square meters held (by individual or group) with a 10 avatar floor so as not to punish land holders with less than quarter sim.
  • All parcels up to 14,984sqm can host up to 10 avatars.
  • Every additional avatar requires an additional 1490 sqm of land.
(This proposal intentionally ignores issues of "script fair usage" etc, which is likely impractical and unnecessary)
