revoke animation permission on teleport

Please add a preference setting to revoke permission of an animation (from any object or avatar) when either my avatar or the animator object or avatar leaves the region either by teleport or logout, unless the animator object is attached to my own avatar, moving with me to the destination.
Problem that this solves:
Griefers who wear an object that animates others, but which never releases its permission to animate.

Merged in a post from Rachelle Kiyori:
Title: [Security Feature] Force attachments to always forget permissions for unreachable avatars in animations
Details: Recently in Discord a discussion came up that trolling devices can be attachments, request animations permissions once, and keep it forever. This seems very problematic, and can and has been abused in the past. I think this does need to be changed, even if it breaks a tiny minority of classic content. My proposal is, animation permissions are always forgotten if:
the permission is not granted by the owner, AND:
- a) the attachment is detached at any point, OR
- b) the owner or granter logs out, OR
- c) the owner or granter leave the current region
This should not break much content as it exists in SL. Most legitimate content will request permission every time, no matter what.
If this is too heavy handed, one person proposed an optional addition that would allow people to keep animations running, but I do worry this makes this request much too complicated, either solution works for me but I would prefer to see this in in any event.

Incoming suggestions are reviewed in the order they are received by a team of Lindens with diverse areas of expertise. We consider a number of factors: Is this change possible? Will it increase lag? Will it break existing content? Is it likely that the number of residents using this feature will justify the time to develop it?
