Could you add a skin without underwear for the Avatar Welcome Package, either for those who want to wear other underwear or for the persons who want to explore the Adult Areas and aren't able to get naked.

Hello jilltr79! The starter avatars provided in the Welcome Pack and in the Inventory Library are meant for all Second Life Residents and are General rated by design.

I don't believe that will ever happen, as the basic welcome package has to be "all ages" suitable, meaning it isn't designed nor intended at all for adult areas where one must go nude. It would, perhaps, be better to, once ones' age is properly established, to point the user instead to decent available free assets.
