Allow land deed on Openspace regions

Openspace regions currently cannot allow the land to be deeded to a group and it would be a fantastic if this could be changed and allow the land to be deeded. While these regions are very limited to what they can be used for and great for allowing residents to sail boats across them from some full prim regions or homesteads and have some openspace regions between them.
Please look into this change and see if it would be possible to do so, it would be a very welcomed feature so that not only myself but for others with these regions to offer sailing abilities more easily without needing to keep build/object entry options for boats or planes open to non-group members and enable us to share the regions setting menu with some group members without adding to the estate manager list.

Hello Mark! Open space regions are intended to be exactly what it says on the tin, and open space. Information about these specialized regions may be found in the Knowledge Base:
You may wish to use homestead regions for low-capacity rentals instead.

I'd discussed this idea with both Treetop and Grumpity in person as to why I think this would be a useful change, following this conversation I had been advised to post about it here.
The use case is not for rentals or any building but to remain as open waters that enables residents to fly/sail through these regions to reach other homesteads or full prim regions and share land settings with selected residents and not just myself.
Unfortunately homesteads is almost double the cost and just not viable for the untended use, this was something that had already been asked to me when discussing this feature as with no income going to be being generated for these region and with openspaces price point making this idea more viable to benefit 100s of residents based on a community of multiple regions.
If it is not a viable change on Linden Labs end for whatever reasons then it will be understandable and I can scrap my idea.

Hi Mark, thank you for taking the time to write up this request—especially the details around sailing/vehicle access and the need to share region controls with trusted group members without expanding the Estate Manager list.
