This is a rather interesting idea, even if it was a homestead that was free with the option to upgrade it to a full sim for half the price on that one region, this would maybe be a more likely option to be more viable on LL end of things as this would probably cover server cost of the region on their end also, but that is just me speculating.
I think that maybe lowering the age limit a little also, maybe set at 15 years would be more ideal also. Another option could be to have something like this offered in stages, example - 10 year account gets one homestead half price, 15 years gets the homestead free, 20 years+ gets full region half price, something along these lines could maybe be explored also.
Another thing to add, would be that there should be certain restrictions put into place, like not being allowed to generate an income from the region (similar to a Gateway region), have a lower avatar limit, one per person so that no alt accounts of someone would be eligible etc.

A full sim seems a big ask but certainly a smaller parcel would be nice. My problem would be my original avi was born in Jan 2008 then I switched to the one Ive used since which was started 2010. My old avi is very rarely used, has no decorating items and no friends so land in her name would be useless, Nice suggestion though but needs really thinking about to get it right

Awesome idea. I got ten alts created a loong while back - when we all turn 21 i'll get a giant cluster of sims. It will be sweet :P joking - but there probably would need to be some sort of limit here.

Not that many make it to 21 it could be an incentive for people to return, and I have seen so much mainland just sitting empty, would be a good way to use that and with the experience the older people have they can create amazing sims. The Title of Veteran would be cool as well. lol

Ooohhh, I like that suggestion, Andee. I only have three years to go. I vote, "Aye!", to the full sim as a twenty-first birthday present! :-D
