We definitely appreciate the difficulties that sometimes ensue when attempting to traverse Mainland. However, we have no plans of adding a covenant to the Mainland. Mainland has always been a unique product where in general the only limits are those in the TOS and other broad Second Life policies. Together with Private Estate rentals, Linden Homes/Bellisseria, Full Regions and/or homesteads, Mainland fills a specific need for those who prefer that level of freedom in land ownership.

The restrictions on security devices and skyboxes that are in effect in Bellesaria should be extended to the entire mainland. The restriction on skyboxes could be done technically by making it impossible to rez an object and have it persist longer than a few minutes between 100 and 2000 meters. That way, no effort would be required for enforcement. The way to enforce a rule about security devices would be to take action only when they were ARed and when it was verified that one was non-compliant, fine the owner and pay the money to the person who filed the report.
