No commercial activity is permitted in the new Linden Homes regions so commercial districts and clubs (as even tip jars are commercial activities) are not going to happen.
As for the home style of cyberpunk it may not be generally popular enough to make economic sense them being rolled out by LL. There are however many of these sim styles owned by residents that provide rentals.
