Let's have a public system to vote for new and most popular last names. Could be implemented here using the vote system feedback uses. This way we can have realtime idea which last names have the most chances to be in the next "most popular" offer batch.

New last name options are refreshed periodically, and announced via our blog at https://community.secondlife.com/news/
