the app was completely usable during the July builds but Play store now states "this app is no longer compatible with your device. please contact the developer" and cannot update

Bridie Linden you have not fully read their requirements though. to quote what you linked to me
Existing apps must target Android 13 (API level 33) or higher to remain available to new users on devices running Android OS higher than your app’s target API level. Apps that target Android 12 (API level 31) or lower ( Android 10 or lower for Wear OS and Android 11 or lower for TV OS), will only be available on devices running Android OS that are the same or lower than your apps’ target API level.
meaning your app MUST target android 13 to remain available to current users. by upgrading the requirement to android 14 you aren't fulfilling that agreement. the requirement of android 14 minimum only applies to new apps which the second life app is not
so essentially right now the minimum is A13 with recommended being A14. you have set both the target and minimum to A14 where you were only required to have target as A14 and minimum as A13

Bridie Linden Well RIP mobile SL to me then, I'm not going to replace my phone too soon since it's still "pretty new" (barely 3 years old). It was good while it lasted :/

Get the same message on a phone running Android 13 which the FAQ says is the minimum recommended version of Android needed

Same. My devices are both Android 12 and "not compatible" according to google play.
