Can't Copy Full-Perm Texture from Non-Owned Object That I Have Mod Rights to

A friend periodically places full-perm textures in an object that she owns to which she has given me modify rights. The object is not locked. My active group is the same as the object's group. Her intention is that I be able to take copies of the textures. It worked perfectly for a long time, but for the last several months I cannot take copies. I can open the content tab of the edit window and try to drag a copy to my inventory, and it fails. I can open the texture, and the Copy to Inventory button is available (not grayed out). When I click it the texture closes and no copy appears in my inventory.
Since I can open the texture, I can easily copy it by capturing a copy from my screen, so there is no security advantage to my being unable to copy it. In addition, since this used to work, I think it is unintended behavior. I cannot imagine a use case in which someone would want to give mod rights to someone else but wouldn't want them copying full perm contents of unlocked objects.

I can reproduce this issue with Second Life Release 26.1.0.22641522367 on Second Life Server 2026-01-28.21455867889. If a friend has granted "Edit, delete, or take my objects from my land" permission, it appears that both the viewer and simulator prevent dragging that friend's texture from the contents of their object into your local agent inventory, _unless_ the "Anyone: Copy" permissions bit is also set.
In the absence of "Anyone: Copy" permissions set, the viewer UI prevents the operation: the mouse cursor changes to a '⊘' symbol when trying to drag a fullperm texture from a friend's object that I can modify to my inventory, so the viewer definitely prevents this operation. Likewise, when I bypass the viewer UI and manually send a
MoveTaskInventory
message to copy the friend's texture to my inventory, the item doesn't appear in inventory.When the original owner enables "Anyone: Copy" permission on the object and the texture items within it, the viewer UI allows one to drag the items into agent inventory, and the operation actually succeeds.
I have doubts that "Edit, delete, or take my objects from my land" permission ever enabled this operation, but I think it would probably be safe to allow. The same permission allows you to 'Take Copy' of the entire object, which adds it to your local inventory, including the objects' contents.
