Ignore Landing Point ability doesn't work properly on Deeded Land

This is not a new bug, and I see lots of mention of it over the past many years on Community, but I don't see it here, so I'm putting it here.
When a group member with "Ignore Landing Point" tries to teleport into a group deeded parcel with a landing point, they can't ignore the landing point, they get forced there first, before they can THEN teleport away elsewhere in the parcel

I tried the following in Second Life Server 2025-04-24.14648572313:
- UserA: create a new group, and create a role in it containing only the 'Ignore Landing Point' ability
- UserA: Deed a parcel to the new group
- UserA: In About Land -> Options, set a landing point for the parcel and set 'Teleport Routing: Landing point'
- UserA: Invite UserB (who is not an estate manager) to the group, in the Everyone role
- UserB: Accept the group invitation
- UserB: Attempt to teleport to a non-landing-point location in the parcel, and confirm you arrive in the landing point
- UserB: log out (this step is necessary because group abilities are loaded at login time)
- UserA: Open the group properties, and add UserB to the role with the 'Ignore Landing Point' ability
- UserB: login
- UserB: repeat step (6): Attempt to teleport to a non-landing-point location in the parcel, and see where you arrive
What I see in (10) is that UserB _can_ bypass the parcel landing point if their viewer was already connected to the region before the teleport attempt. However, if they teleport to a far-away region, wait a few minutes to disconnect, then teleport back to the deeded parcel, they are routed to the parcel landing point.

Looks like the second detail section gets hidden, and I didn't want that info hidden, so I'll add it in as a comment:
A parcel of land gets deeded to a group, and has a landing point set. All members of the group with the "Ignore landing point" ability should be able to simply teleport to any point in that parcel from wherever, ignoring the landing point. It doesn't actually work that way. From outside, we get forced to the landing point. From there those with the ability can THEN teleport wherever, but they can't avoid the landing point.
I've heard that the group creator, sometimes, can use this ability as expected. I've found that setting a home point in the parcel lets me teleport home and ignore the landing point that way, but normal group members with that ability, using normal teleport, can't.
It's been years, it's about time this gets fixed.
