Stop sending new users to regions that are about to restart

I've just noticed during today's Tuesday grid roll, at least for LearningCenterDT, that while the restart timer is active, new user accounts are still being dropped in.
I recommend that for the duration of the roll, any welcome-type region on the channel being rolled should not be accepting any new or very young accounts. As a new user, it would be highly discouraging as your first experience of the platform, to get a big scary screen shake, a loud alarm sound, an unremovable timer, and getting booted out when it reaches zero, without even knowing the slightest thing about what is going on.
If a new or very young user decides to teleport manually into a welcome area region that is still to be restarted, a scripted message could be sent in friendly language that notifies the user of what might happen if they hang around for too long.

Hi Toothless Draegonne, talking with some other Lindens, this appears to be a bug, actually. While the simulator prevents someone who is not an estate manager from teleporting or crossing into a region that's started its shutdown timer, there is nothing preventing a user from logging in directly to such a region. This happens in general, including when an estate manager initiates a restart and some other user attempts to login to the region.
I was able to confirm your specific claim, that agents logged in to connect to LearningCenterDT soon after it started its shutdown countdown during the 2026-05-12 rolling restart.
We believe that the expected behavior would be to behave as though the target region were offline. For non-new users, this would be a matter of sending them to a safe location, but for new users this would ideally be some other prelude region in the pool.

Perhaps a broader fix might be to move anyone to a new region on reboot instead of disconnecting them--with a focus for new users in a welcome area of moving them to another welcome area not scheduled for reboot. If a cleanup of the perpetually idle is desired, then perhaps disconnect those remaining in a target new region for too long when their allowed time there expires.

I think that can be done relatively easy when you have a list of regions to restart and restart them in the listed order. For welcome area sims and Info hub sims that list can be managed:
When the roll started you first move new residents from the first regions you restart into later regions. When enough regions have restarted, you move the residents back to the restarted regions. Good would be also an explanation what is going on and estimate time before forced teleports.

Jenna Felton Hah, if teleports were 100% reliable I'd be very behind this. I just wrote the feedback assuming teleports would not be 100% reliable, so try to prevent teleports where possible. ;)
