[Security Feature] Force attachments to always forget permissions for unreachable avatars in animations

Recently in Discord a discussion came up that trolling devices can be attachments, request animations permissions once, and keep it forever. This seems very problematic, and can and has been abused in the past. I think this does need to be changed, even if it breaks a tiny minority of classic content. My proposal is, animation permissions are always forgotten if:
the permission is not granted by the owner, AND:
- a) the attachment is detached at any point, OR
- b) the owner or granter logs out, OR
- c) the owner or granter leave the current region
This should not break much content as it exists in SL. Most legitimate content will request permission every time, no matter what.
If this is too heavy handed, one person proposed an optional addition that would allow people to keep animations running, but I do worry this makes this request much too complicated, either solution works for me but I would prefer to see this in in any event.
